Mr. Davis to Earl Curzon.-(Received February 14.)
THE American Ambassador presents his compliments to Earl Curzon of Kedleston, and, with reference to previous correspondence regarding the Chinese opium traffic, las the honour to inform His Lordship that he is in receipt of a telegram from the Acting Secretary of State in Washington, suggesting that His Majesty's Foreign Office be informed that, while the United States Government is in hearty sympathy with the idea of the suppression of the illegal trade in opium, it nevertheless hesitates to agree in advance as to whether this is a matter which may be incorporated in the Peace Treaty until such time as the subject is actually brought to the consideration of the Conference.
